Grazing Permit Renewal for Matt Bulloch (#2700083) and for Ken and Donna Lytle
(2705115) for the N4/N5 and Simpson Allotments
The purpose and need for the action is to fully process the renewal of the grazing permits for Matt Bulloch and Ken and Donna Lytle, holders of separate permits on the N4/N5 (#01049) and Simpson (#21004) Allotments. Mr. Bulloch’s current term permit has been issued for the period 9/29/03 to 2/28/2013. The Mr. Lytle’s current term permit has been issued for the period of 3/1/03 to 2/28/2013. The issuance of the term permits would be for a period of up to 10 years.

An evaluation of the rangeland monitoring data and rangeland health will be conducted for the N4N5 and Simpson allotments. This data will be summarized in a standards determination document.
The N4/N5 Allotment occurs in portions of four watersheds including the Dry Valley (#050), Patterson Wash (#070), Rose Valley (#040), and Eagle Valley (030). The Simpson Allotment occurs in the Dry Lake Valley Watershed (#030).
The N4/N5 Allotment is located four miles northeast of Panaca, Nevada which is located five miles south of the Parsnip Peak Wilderness southern boundary. The allotment encompasses 43,500 acres of BLM managed lands. A portion of the allotment occurs in the Deer Lodge Canyon Herd Management Area for wild horses. One Federal listed threatened species, a fish (Big Spring Spine Dace) is known to occur in Condor Canyon.
The Simpson Allotment is located 16 miles northeast of Pioche, Nevada. The allotment is located five miles south of the Parsnip Peak Wilderness southern boundary. The allotment encompasses 8,379 acres of BLM managed lands.
