SRP REQUIREMENTSAffecting Future Permit Applications Effective March 21, 2006 In the past, the BLM has tried to accommodate every Special Recreation Permit (SRP) application, even when they did not meet regulatory timeframes, were incomplete (missing or inaccurate maps and Operating Plans), lacked fee pre-payment or the insurance certificate was delinquent. Significant increases in the number and complexity of applications we receive has increased dramatically. Agency funding and personnel are steadily declining while the requirements for environmental review, documentation, and public scoping are increasing. To accommodate these demands in a timely manner, the BLM must closely adhere to SRP regulations. In accordance with SRP regulations [43 CFR §2932.22(a)], SRP applications must be received at least 180 days before the event or activity start date. The BLM will return and will not process late or incomplete applications. Future SRP applications, whether for new or recurring events, must be complete. The 180-day timeframe does not begin until the BLM has accepted all of these items: Ø a completed SRP application (Form 2930-1); Ø a Plan of Operation and/or Event Questionnaire, if required (provided by BLM office); Ø detailed maps of the proposed event course/area, and; Ø the minimum, nonrefundable $90.00 permit fee. Please keep in mind that permit authorization is discretionary [43 CFR §2932.26]. Should the BLM approve the application, the BLM will request pre-payment of use fees and a proof-of-insurance certificate naming the U.S. Government as additional insured. The event area my not be occupied for event purposes prior to BLM SRP authorization. It is in your best interest to contact the Field Office as far in advance as possible before submitting any application in order for the event or activity to take place on the date(s) you propose. Lead-time will allow us to assess the scope of the proposed activity and make suggestions that might help you in prepare a successful application. Thank you for your cooperation. |
