Direct Sale of Public Land Near Fernley Airport


The Bureau of Land Management (BLM) Carson City District Office proposes to sell 320 acres of federally-owned land near the Fernley Airport in Lyon County, Nevada, by non-competitive direct sale at the appraised fair market value of $450,000 to Toybox Enterprises, Inc. BLM is seeking public comments regarding the proposal by July 22, 2009.

Richard and Judy Cable, through Toybox Enterprises, Inc., hold a public airport lease in the area. BLM determined that their business could suffer a substantial economic loss if the tract were to be purchased by someone other than the lease holder.

This parcel is not required for any federal purpose and has been identified for disposal in the 2001 Carson City Consolidated Resource Management Plan (RMP). The parcel will be sold under the Federal Land Transaction Facilitation Act, which designated that four percent of the land sale proceeds go to the State of Nevada for education; 80 percent of the remaining proceeds may be used to acquire environmentally sensitive land, and 20 percent of the remainder are reserved for land disposal administration costs.

The land meets Federal criteria for disposal because is intermingled with private land, making it difficult and uneconomic to manage as part of the public lands and is not suitable for management by another Federal department or agency. Additionally the parcel has not been identified for transfer to the State or any other local government or nonprofit organization.
