BLM Nevada News BLM to Prepare an EIS on Blackhawk to Heybourne 120 kV Line The Bureau of Land Management (BLM), Carson City District Office, intends to prepare an Environmental Impact Statement (EIS) to analyze the impacts resulting from construction of a new 120 kV electrical transmission line and two new substations proposed in a right-of-way (ROW) application from Sierra Pacific Power Company. A ROW grant would be issued from BLM to authorize Sierra Pacific Power Company to construct, operate and maintain the transmission lines across federal public lands in portions of Storey, Lyon, Carson City and Douglas Counties. The proposed project includes the construction of approximately 34 miles of an electrical 120 kV transmission line through four counties in Nevada, beginning at the proposed new Blackhawk Substation in Storey County, across U.S. Highway 50 and the Carson River south to the Dayton Substation in Lyon County. From the Dayton Substation the line would run south to the Brunswick and Prison Hill Substations in Carson City. At this point the line would run east through a saddle in Hot Springs Mountain and across the Douglas County water treatment facility, then south and terminating at the proposed new Heybourne Substation on Heybourne Road in Douglas County. The proposed transmission line runs parallel with existing transmission lines along all but the first four miles in Storey and Lyon Counties and three and a half miles in Douglas County. The BLM will work closely with interested parties to identify the best possible alternatives and management decisions that will take into account local, regional, and national needs and concerns. Members of the public are invited to participate in the scoping process to identify issues and concerns to be addressed in the EIS – interested individuals are invited to a public scoping meeting on the EIS on Wednesday, October 8, 2008, from 4:00 p.m. to 6:00 p.m. at the BLM-Carson City District Office, 5665 Morgan Mill Road, Carson City, Nevada. Comments on issues and concerns should be received on or before the close of business on October 31, 2008, at the address listed below. In addition to the ongoing public participation process, formal opportunities will be provided through comment on the Draft EIS (60-day comment period) and the Final EIS (30-day availability period).
