Course Description: This 2-hour Safety for Supervisors Course 1112-01BC outlines a BLM supervisor’s safety responsibilities and offers “The Rules and the Tools” - successful strategies to help supervisors implement them. The course satisfies the safety training requirement for managers and supervisors outlined in 29 CFR 1960. It will be taught at two different times on January 29, 2009, in order to accommodate all the participants in different time zones. It will also be posted on the National Training Center’s (NTC) Knowledge Resource Center (KRC) for future reference.
During this broadcast, a panel of safety experts will present the information supervisors will need to know to have a successful safety program. The panel includes the host Mary Jo Rugwell BLM District Manager from Las Vegas Nevada; Travis Kilpack, UT; State Safety Manager; Randy Peterson, Color Country District Safety Specialist, from Cedar City, UT; Michelle Ryerson, Safety Manager for the Office of Fire and Aviation, (taped); Ken Higgins Alaska State Safety Manager; Ed Perez BLM Occupational Health Program Manager; Kathy Greer, BLM Safety Program Manager; and Lisa Engelmann, Montana Central Zone Safety Specialist.
There will be messages from the following special guests; Janine Velasco BLM’s Chief of Human Capital Management, and Louis Rowe, Chief of Safety and Occupational Health for BLM

Rights and Responsibilities
Given the requirements of OSHA and BLM Policy, supervisors will be knowledgeable of applicable laws, regulations, and supervisory legal responsibilities in order to provide a safe and healthful working environment.
Supervisor’s Safety Tools
Utilizing current risk management methods and techniques supervisors will effectively make routine decisions that impact the health and safety of employees and visitors through hazard recognition, abatement, and planning and evaluation.
Accident Reporting and Investigation
By knowing the appropriate accident reporting tools and methods, supervisors will accurately complete Safety Management Information System (SMIS) and Office of Workers Compensation Programs (OWCP) reporting processes to properly document accidents/incidents and take appropriate corrective action.
Programs
Supervisors will empower employees to make safety an ongoing workplace value by demonstrating a personal commitment to health and safety. This will be accomplished by setting high standards for adherence to requirements of safety programs and working in a team environment to manage and monitor safety programs in their work areas, i.e., Lock Out/Tag Out, Fire, Electrical Safety, Respiratory Protection, etc. The importance of occupational health exposure assessments will also be discussed.
Measuring Success
Supervisors will understand that a successful program involves more than just a low accident rate. Ways to measure program success will be discussed.
