The Environmental Management System (EMS) is a tool that will help BLM New Mexico work smarter, more efficiently and leave a smaller environmental footprint. The EMS is simply a set of procedures that quantifies cost benefits and reduces our environmental footprint in our day-to-day activities.  It is a cyclical process that is focused on continuous environmental improvement, innovation, and more efficient operations and that’s what we should be about - innovative and improving our processes.  By establishing this EMS we are now in compliance with Executive Order 13423 and Departmental Manual 515 DM 4 dated August 13, 2008.

The BLM is committed to implementing an EMS to:

  • Comply with all Federal, State, and local environmental laws and regulations;
  • Achieve continuous environmental improvement throughout all of our program areas, including those not subject to environmental regulation;
  • Prevent pollution through the use of alternatives, wherever possible;
  • Incorporate the consideration of environmental factors in all business decisions;
  • Ensure a timely correction of issues identified in Compliance Assessment - Safety, Health, and the Environment (CASHE) audit findings;
  • Provide appropriate environmental training to employees;
  • Monitor and track EMS performance;
  • Ensure that all EMS decisions and work are transparent to NM employees and the public; and
  • Communicate and reinforce this EMS policy, programs, and services throughout NM.

EMS International Organization for Standards (ISO) Requirements include:

  • Results of internal audits and evaluations of compliance with legal requirements
  • Communications from external interested parties, including complaints
  • The environmental performance of the organization
  • The extent to which objectives and targets have been met
  • Status of corrective and preventive actions
  • Follow-up actions from previous management reviews
  • Changing circumstances, including developments in legal and other requirements related to its environmental aspects
  • Recommendations for improvement

EMS: New Mexico

The BLM New Mexico EMS provides a mechanism for evaluating and pursuing environmental management improvements across all areas and programs overseen by the BLM New Mexico. We are implementing an EMS to strengthen our existing commitment to the protection and reclamation of the public lands.

We are using this in our Restore New Mexico program to help us realize more efficiencies in our upland watershed and riparian area management, erosion control, habitat development, and invasive species management. Our ultimate goal is restoring our state’s grasslands, woodlands and riparian areas to a healthy and productive condition.

EMS New Mexico Focus Areas
  • Healthy Lands
  • Plugging and Abandonment of Inactive Oil & Gas Wells
  • Spill Response for Oil & Gas Wells
  • Recycled Materials Use in Construction Activities

Internal Communication

The primary internal communication method for the BLM is the Bureau’s EMS site on the DOI Sustainability Council Intranet Portal, which is available to all DOI computer network users at https://portal.doi.net.  Each State and Center and the NEW Group maintain documentation of the EMS (e.g., policies and procedures, objectives and targets, legal and other requirements, meeting minutes, etc.) on the Portal.
