Subject: National Aviation Plan

Program Area: Aviation Management

Purpose: This Instruction Memorandum (IM) transmits and documents the National

Aviation Plan for 2006. This plan fulfills the Departmental manual requirements outlined

in 350 DM1, Appendix 3. This Plan sets the standards that will be policy during

Policy/Action: This Plan has been developed to provide standardization and policy for

all Bureau Aviation Programs. While this document is Bureau specific, it does

incorporate interagency standards.

Time Frame: This IM is effective upon receipt.

Budget Impact: This plan does not impact budget elements.

Background: The National Aviation Office has identified the need for a cohesive

Aviation Management Plan that will allow all state, field offices and aviation users to

easily acquire the necessary information and policy to operate a Bureau Aviation

program. Heightened awareness of aviation security has been identified as a Bureau

priority and an Aviation Security Field Reference Guide has been incorporated in the

Plan.

Manual/Handbook Sections Affected: The National Aviation Plan supplements the

BLM Manual 9400, Aviation Management. The BLM Manual 9400 is being revised to

reflect this plan as a reference. WO, State Offices, and outside agencies were contacted

for input. This document was coordinated with all participating BLM State Aviation

Managers.
