About the proposed rule:

The proposed rule would--

• Describe procedures for obtaining Special Recreation Permits for--

• Outfitters and guides, including river running outfitters operating on rivers managed by BLM,
• Special recreational events, such as races and speed trials, on public lands, and
• Recreational use of special management areas, such as areas of critical environmental concern;

• Provide for cost reimbursement based upon the amount of administrative time needed by BLM to process Special Recreation Permit applications;
• Clarify BLM's intent that fee waivers can be allowed on a case-by-case basis for academic, scientific, and research uses that have a recreational element (such as camping or the use of pack stock or vehicles), as opposed to recreational uses that have an educational element (such as alumni outings with a professor along to explain geology);
• Place in the regulations the permit system for recreational use of "fee areas," which are improved sites such as campgrounds.

We need to rewrite the recreation permit regulations because--

• The regulations on Special Recreation Permits are in need of updating, and need to be made more informative.
• The public needs information in the CFR on use of developed recreation sites under recreation use permits.

What is different about this rule from the old regulation or current situation? In addition to the features mentioned above, the proposed rule would--

• Relocate the recreation permit regulations to a new part of the regulations immediately following the general land use authorization regulations;
• Reorganize the regulations in a more logical order, and simplify their language.
