BLM to Reopen Comment Period on 3809 Regulations for 120 Days

The Bureau of Land Management (BLM) today announced the reopening of the comment period on the agency's proposed "3809" surface mining regulations and an accompanying Draft Environmental Impact Statement. The reopened comment period, which lasts for 120 days from today, follows the September 29, 1999 release of the National Academy of Sciences (NAS) report on hardrock mining on Federal lands. Interior Secretary Bruce Babbitt welcomed the NAS study "as an endorsement of my decision in January 1997 to complete a process, initiated by the Bush Administration, to revise these regulations."

BLM Deputy Director Tom Fry said today that the BLM is "carefully considering" the NAS study and wants public input on the report's recommendations as they relate to the proposed rule. "I urge any and all interested parties to share their comments with us as we work on drafting a final rule."

Written comments should be sent no later than February 23, 2000, to the following address: Bureau of Land Management, Administrative Record, Nevada State Office, P.O. Box 12000, Reno, Nevada 89520-0006. You may hand-deliver comments to BLM at 1340 Financial Boulevard, Reno, Nevada 89520. Those submitting comments electronically should send them to: WOComments@blm.gov. For additional information, call Bob Anderson at 202-208-4201 or Michael Schwartz at 202-452-5198. Information about the BLM's "3809" Surface Management Regulations is available online at http://www.blm.gov/nhp/Commercial/SolidMineral/3809.
