As part of an ongoing effort to recruit more African Americans to its workforce, the Bureau of Land Management signed an agreement today with NAFEO Services, Inc. The agreement, known as a Memorandum of Understanding, is aimed at increasing employment opportunities for students attending predominantly and Historically Black Colleges and Universities.
BLM Acting Director Mike Dombeck and Dr. Samuel L. Myers, Chairman of NAFEO Services, Inc., signed the agreement at a ceremony held at the Department of the Interior in Washington, D.C. Carolyn M. Burrell, the BLM's Assistant Director for Human Resources, presided over the ceremony. The Memorandum of Understanding states that its overriding objective is to "develop programs and coordinate activities to increase employment opportunities in the BLM for students of NAFEO member institutions." NAFEO is the membership association of 117 predominantly and historically Black colleges and universities (HBCUs).
"This agreement is another milestone in the BLM's efforts to recruit a diverse workforce," Dombeck said. "I am proud to sign this Memorandum of Understanding for the BLM, which manages the public lands on behalf of all Americans."
"Under this agreement, the BLM commits itself to increase employment opportunities within the BLM for African American students," said Dr. Myers. "For its part, NAFEO Services will develop and implement programs that will teach and train students for careers related to the BLM, other government agencies, and companies that deal with natural resource issues."
NAFEO Services, Inc., is a non-profit organization that administers grants, contracts, and programs in support of historically Black colleges and universities.
Burrell said the BLM-NAFEO Services agreement complements the BLM's efforts to recruit other minorities, including Hispanics, American Indians, and Alaska Natives. Burrell noted that the BLM signed a partnership agreement in October with the International Association of Black Professional Fire Fighters Foundation. That agreement is intended to strengthen the BLM's recruitment, retention, and career development of African American firefighters and fire managers.
Others attending today's signing ceremony included Bob Armstrong, Assistant Secretary for Land and Minerals Management; Bonnie Cohen, Assistant Secretary for Policy, Management and Budget; BLM Eastern States Director Carson W. "Pete" Culp, Jr.; Sylvia Jones, who represented Delores Chacon, the Department of Interior's Acting Director of Personnel; Dr.Wilma Roscoe, Vice President of NAFEO, Inc.; and Andrea Mickle, Deputy Executive Director of NAFEO Services, Inc.
Under the agreement, the BLM will provide NAFEO Services, Inc., with information on the BLM's labor needs to help HBCUs develop relevant curricula; participate in career fairs and other on-campus recruitment activities; and provide timely notice of employment opportunities to NAFEO Services' information clearinghouse. NAFEO Services, Inc., will help its institutional members provide career planning and placement services for students and will provide BLM-related job information to NAFEO institutional members.
