Contracting with local vendors with fuels treatment or burn area rehabilitation experience

As authorized by Public Law 106-291, Contracting Officers in the Wildland Fire Agencies will obtain maximum competition that is practicable to use local contractor personnel. In order to do this, we have divided the country into 11 regions and numerous subgeographic areas within each regions. Contracting Officers will solicit competition from local vendors within each subgeoghraphic area, or vendors outside the subgeoghraphic area who hire a significant percentage of local personnel within the subgeographic area. In each subgeoghraphic area where there is a large number of projects, a lead Contracting Officer has been designated to solicit bids or offers from local vendors for all Wildland Fire Agencies. Several contracts will be awarded from which all Wildland Fire agencies will be authorized to order fuels treatment and burned area rehabilitation services within the subgeoghraphic area. The contracts are known as Indefinite Quantity Indefinite Delivery (IDIQ) contracts.

These are not the only contracts that will be awarded. If an agency has a few small projects in isolated areas, its Contracting Officer will solicit and award contracts for those projects.
