Subject:     Third Triennial Report to Congress 2011 Summary, Recreation Enhancement

Program Area: 1232 Fee Account, the Recreation Enhancement Act (REA) 

Purpose: The purpose of this Instruction Memorandum (IM) is to request a summary of recreation fee project accomplishments within the Montana/Dakotas Recreation Fee Programs during Fiscal Years 2009-2011 respectively, as a requirement of the REA Triennial Report to Congress 2011. 

Policy/Action: The field offices are to report to the Washington Office, the accomplishments within the Recreation Fee Program as required in REA. Montana Fee Project Managers are requested to complete the Recreation Fee Program summaries and send the completed reports to Christina Miller, via email. The report will include information in the following areas: sample project accomplishments and future plans; the pass program; visitation information; financial information; fee changes; Recreation.gov; public participation and outreach; accountability; economic contributions; changes in the overall program; and recommendations for future changes.

Timeframe: All field offices should complete their report and send the electronic copies of the completed report to Christina Miller (MT924) by close of business January 5, 2012.
 
Budget Impact: Minimal to none.
 
Background: Section 9 of REA requires the Secretaries of the Department of the Interior and the Department of Agriculture to submit triennial reports on REA to Congress by May 1, for the 10-year life of the Act. The Departments developed these reports jointly in response to Congress’ directive.
 
Manual/Handbook Sections Affected: None.
 
Coordination: This IM has been coordinated with the Washington Office Division of
Recreation and Visitor Services (WO250) and is in conjunction with WO IB No. 2012-019, Reporting Accomplishments for the Federal Lands Recreation Enhancement Act Triennial Report to Congress 2011.
