Subject:           Adoption of Most Recent Edition of the International Building Code (IBC) as minimum Bureau Building Code Standard, and Adoption of 2004 CSI MasterFormat Edition of the MASTERSPEC as the Building and Construction Master Guide Specifications (WO IM 2011-191)
 
Program Area: Engineering and Facilities.
 
Purpose: The purpose of this Instruction Memorandum is to notify district and field office staff that the Bureau is adopting the most recent edition of the IBC as the minimum building standard for all BLM assets, and is adopting the 2004 CSI MasterFormat edition of MASTERSPEC as the BLM building and construction Master Guide Specifications.
 
Policy/Action: All employees who work in the program area are to become familiar with the referenced standards. Typically, this will affect the work of civil engineers and engineering technicians, and to some extent, procurement staff.
 
Timeframe: Effective immediately.
 
Budget Impact: The adoption of standard codes and Master Guide Specifications will save time on research, planning, and project development for BLM projects.
 
Background: The IBC was adopted by WO IM 2006-040; however that IM expired 9/30/2007, so this IM reissues the adoption and further clarifies that the standard is the most recent edition of IBC.
 
The BLM has used the 1995 CSI MasterFormat edition of MASTERSPECS for many years. The 1995 edition has 16 Divisions. The industry standard has now changed to the 2004 edition, which has 50 Divisions; so the 1995 edition will no longer be supported. As of the preparation of this IM, the 2004 edition specifications have not been loaded on the NOC website. That is planned to occur in the next two or three weeks. It is currently planned that NOC will continue to have both 1995 and 2004 edition specifications available on the website for approximately three months during the transition period.
 
Manual/Handbook Sections Affected: Manual and Handbooks will be amended to reference IBC standards and MASTERSPEC.
 
Coordination: State Engineers, through the Engineering Advisory Team (EAT), have worked with the National Operations Center (WO-854) in the review and approval of these standards.
