Subject:     Implementation of the Land Use Planning Area Boundary Data Standard

Purpose: This Instruction Memorandum (IM) transmits the adoption and implementation strategy of the Bureau of Land Management (BLM) National Land Use Planning Area Boundaries data standard for the Montana/Dakotas BLM organization.
 
Policy/Action: The Montana/Dakotas BLM will adopt and implement the national data standard for land use planning area boundaries. The resulting data set shall be the only data utilized for the display and analysis of land use planning area boundary information. Field offices will archive and remove any existing data sets depicting existing land use planning area boundaries by October 15, 2010.   Those offices in a current resource management plan (RMP) effort shall ensure compliance with the new data standard before analysis or map production for the draft RMP document is completed.
 
The HiLine RMP planning team shall proceed with their existing maps and analysis through the review of the Draft RMP. Due to mapping differences, the current RMP boundary differs slightly (approximately15 acres in total) from the boundary in this data set. These errors are primarily along the Missouri River due to changes in the river location and previous definitions of the boundary. The HiLine RMP team will comply with this data standard prior to data analysis or map production for the Final RMP.
 
Field offices needing assistance shall file a Help Desk request. The National Data Standard Land Use Planning Area (LUPA) Boundaries Implementation Guide may be found as Attachment 2 in the attached WO IM No. 2010-199.
 
Montana/Dakotas BLM has developed a data set depicting the current (FY2010) land use plan areas. Randy Schardt, GIS Specialist (MT923), has prepared this data set and will perform the future editing required to modify land use planning boundaries.  This data may be found in the Spatial Data Engine (SDE) at the State Office. District and field office GIS specialists will be notified of the exact location by Shelley Johnson, State Office SDE data base administrator. 
 
Our data will be replicated to the National Operations Center (NOC) for incorporation with other state’s data to complete a national data set depicting land use planning areas. The national data set will be publicly available.
 
Timeframe: Field offices will archive and remove any existing land use planning area boundary spatial data from home and shared directories by October 15, 2010. The mandatory use of this data standard is effective immediately.
 
Background:  The implementation of data standards is a tactic the BLM is using to enhance data management across organizational boundaries. Well documented, easily accessible data sources save time when performing data research or analysis and during map preparation. Standardized data can be more accurate, and can be legally and scientifically defensible. This may aid the agency by reducing litigations and appeals. Data standards refer to the name, definition, presentation, and business rules governing data sets. They are based on the known data requirements and are set by the stakeholders who need the data. 
 
Budget Impact: Minor impacts to the field offices required to update land use planning maps with the new data set. Risk to the BLM will be reduced by having a centralized, common data set to rely on for land management decisions and actions.

Coordination: The process for developing the Land Use Planning Area Boundary data standard was coordinated through the Washington Office Division of Decision Support, Planning and NEPA (WO-210), representatives of the state planning program leads, state data administrators, and Geospatial Information System (GIS) coordinators. The Montana/Dakotas adoption and implementation strategy was coordinated with Branch of Information Resource Management (MT932) and the Branch of Planning and Biological Resources (MT923). Field offices have had prior opportunities to comment on the national data standard.
