Subject:           Implementation of the Taylor Grazing Districts National Data Standard

Program Area: Rangeland Management.
 
Purpose:  This Instruction Memorandum (IM) transmits the implementation strategy of the Bureau of Land Management (BLM) National Taylor Grazing District Boundaries data standard for the BLM Montana/Dakotas (MT/DAKs) organization.
 
Policy/Action: The BLM MT/DAKs will adopt and implement the national data standard for Taylor Grazing Districts. The resulting dataset shall be the only data utilized for the display or analysis of Taylor Grazing District information. Field offices will archive and remove any existing datasets depicting Taylor Grazing Districts by July 30, 2010. Field offices needing assistance shall file a Help Desk request. The national data standard is attached to this IM (Attachment 1).
 
The BLM MT/DAKs currently has older spatial data depicting Taylor Grazing Districts, but it is not at the current national standard. Randy Schardt, GIS Specialist (MT92300), will perform the editing required to update our dataset. As future changes occur, Randy will perform those edits and update the dataset.
 
Once our dataset meets the national data standard, it will be replicated to the National Operations Center (NOC) for incorporation with other state’s data to complete a national dataset depicting Taylor Grazing Districts. This dataset will be publicly available.

Timeframe: Field offices will archive and remove any existing Taylor Grazing District spatial data from home and shared directories by July 30, 2010. The mandatory use of this data standard is effective immediately.
 
Budget Impact: There will be minimal impact to the field offices. Risk to the BLM will be reduced by having a centralized, common dataset to rely on for land management decisions and actions.
 
Background: The implementation of data standards is a tactic the BLM is using to enhance data management across organizational boundaries. Well documented, easily accessible data sources save time when performing data research or analysis and during map preparation. Standardized data can be more accurate, and can be legally and scientifically defensible. This may aid the agency by reducing litigations and appeals. Data standards refer to the name, definition, presentation, and business rules governing datasets. They are based on the known data requirements and are set by the stakeholders who need the data.
 
Manual/Handbook Sections Affected: None.
 
Coordination:  Development of the national data standard was coordinated with the WO2200, the WO2100, state and field office range program leads and data stewards, State Data Administrators, and State GIS Coordinators. The MT/DAKs adoption and implementation strategy was coordinated with the Branch of Information Resource Management (MT9320) and the Branch of Planning and Biological Resources (MT9230). Field offices had prior opportunities to comment on the national data standard.
