Subject: Verifying District and Field Office Data Stewards DD: 3/12/10
Program Area: All program areas.
Purpose: The purpose of this Instruction Memorandum (IM) is to designate individuals within the Montana/Dakotas organization to serve as district or field office data stewards for the listed data subject areas and corporate applications. Recently, State Office data stewards were identified in IM No. MT‑2010‑025, Verifying State Level Data Stewards. These individuals are listed on Attachment 1 for each data area and corporate applications.
Individuals identified and designated as data stewards do not have to be the senior technical expert; they must, however, have an in-depth knowledge of the data and its usage. In some cases, more than one individual may be named.
Policy/Action: Please review and edit the attached spreadsheet (Attachment 2) by designating a data steward for each of the listed data or program areas in your district or field office. For data categories which have no steward listed or the name is for a previous incumbent, please designate an Acting Data Steward, or assign the duties to another staff member. District and field office data steward responsibilities are listed below.

Background: A data steward is the person most knowledgeable about the resource or program who ensures that pertinent data meets defined data standards and accurately describes the resource. Data stewards manage data with regard to the informational needs of others in meeting the Bureau of Land Management’s mission. They manage data throughout its life cycle including the phases of quality control/quality assurance, planning, acquiring, maintaining, accessing, evaluating, and archiving. 2
What is the role of a district or field office data steward? The steward is a subject matter expert within a specific business subject area as designated by management. District and field office data stewards have specific responsibilities for insuring that data collected and utilized meets our needs and is managed as a corporate asset.
District and field office data stewards are responsible for:
- Coordinating the district or field office data management program with the state data steward and the state data administrator.
- Coordinating data sharing and data management across functional business areas.
- Determining data requirements and business rules.
- Ensuring data quality.
- Reviewing geospatial and alphanumeric metadata for completeness and quality (including Federal Geographic Data Committee guidelines).
- Maximizing data sharing opportunities at the local level.
- The integrity and quality of business data created/updated and utilized.
