Subject: Request for Fiscal Year (FY) 2012 Land and Water Conservation Fund
(LWCF) Project Submissions DD: 03/26/2010
Program Area: Land Acquisition
Purpose: This memorandum transmits WO IM No. 2010-053 for submission of FY 2012 LWCF project proposals. Field offices should follow the program guidance and use the submission formats identified in the subject WO IM to prepare the request(s). Field offices should coordinate with the State Office Lands and Realty Program Lead and Access Program Manager on eligible land acquisition opportunities. Prior to electronic submission to WO-350, field offices must provide a copy of the Questionnaire, Narrative, Fact Sheet, and map(s) to MT9240 for a State Director briefing on all proposed submissions.
Policy/Action: Submissions are limited to 10 projects per state. To be eligible for LWCF consideration, projects must be within a unit of the National Landscape Conservation System (NLCS) (with the exception of Wilderness Study Areas), an Area of Critical Environmental Concern, or a Special Recreation Management Area. The proposal must comply with an approved land use plan and be available from a willing seller owner. Properties under option and/or pre-purchased by a third party partner often receive favorable consideration.
Each submission will include a project Narrative, Fact Sheet, map(s), and a fill-in-the-blank Ranking Criteria Questionnaire. Please refer to WO IM No. 2004-094, Attachments 1-2 and 1-3 (Narrative and maps), dated February 2, 2004, for guidance on completing these documents. The questionnaire should be circulated to respective resource specialists and managers for completion.
Timeframe: Send submissions to Craig Haynes by COB Friday, March 26, 2010. Following a State Director briefing and concurrence, field offices can submit project proposals electronically to WO-350 by the April 16, 2010, due date.
Budget Impact: Minimal
Background: The BLM continues a proactive land acquisition program with LWCF appropriations each year. Identification of individual properties within eligible project areas for the land acquisition program will be incorporated into the President’s Budget for the upcoming fiscal year.
Manual/Handbook Sections Affected: This IM transmits interim policy that will be incorporated into H-2100-1, Acquisitions, during the next revision.
Coordination: Development of the LWCF land acquisition funding request is managed by WO-350.
