Purpose: The purpose of this IM is to provide field offices the opportunity for a final review of the proposed Recreation and Visitor Services Strategy for the Montana/Dakotas Bureau of Land Management (BLM). While this strategy provides direction for developing and implementing resource management plans (RMPs), it does not set site-specific recreation management objectives or site-specific program actions. It is organized around program objectives that will complement RMP objectives and follow national directives in the BLM’s recreation program.
Policy/Action: Please review this strategy and submit any comments to Christina Miller by
October 21, 2009. A copy of this draft review Strategy may be found on the staff “N” drive at: SORecreation/Strategy Plans/ Review draft-Recreation Strategy 9-18-09.
Timeframe: October 21, 2009, is the due date for review of the final draft.
Budget Impact: None.
Background: The Montana/Dakotas Recreation 2000 Tri-state Strategy was completed in
May 1990 and needed to be updated with current priorities, directives, and guidance. The
2009 PTA encouraged states to complete statewide recreation strategies to integrate benefits-based management framework and assist in the implementation of the national work plan. In May 2009, Montana/Dakotas’ field office recreation staff and their supervisors were given the opportunity to comment on the first draft and return comments in late June. State Office resource leads, External Affairs, and additional reviews of this draft strategy have been completed since then. This IM will provide for the final review of this strategy.

Coordination: Field offices were informed about this plan to update the Recreation 2000
Tri-State Strategy earlier this fiscal year. This topic was discussed on several of the recreation/travel/wilderness monthly conference calls between the State Office and the field offices and at the statewide Recreation/Wilderness Workshop. An informal review request was sent out to field offices and WO-250 on May 29, 2009, and comments were returned by June 25, 2009. External Affairs and the Division of Resources in the State Office have assisted with reviews.
