Purpose: The purpose of this instruction memorandum is to transmit the final, approved data standard for the Montana/Dakotas Sign Program. This will allow for the population of the sign database with standard, consistent information.
 
Policy/Action: This policy provides for the formal adoption of the Signs Data Standard. It is recommended that the data stewards utilize the Signs Database and Data Standard for all data entry and management of the Sign Program.  This policy is consistent with IM MT-2008-035, Implementation of the Sign Database Program and follows the GIS Data Standard for the Montana/Dakotas Sign Program (Attachment 1).  Field offices have had the opportunity to review and comment on the establishment of the data standard as required by IM MT-2005-070. Field offices are responsible for completing the inventory and entering all information by January 1, 2011. Field offices shall also maintain the database ensuring all sign records are kept accurate and current for an indefinite time frame.
 
Timeframe: Effective immediately.
 
Budget Impact: Minimal impact depending on data collection and input methods. Good data management practices will result in reduced costs due to reduced data duplication and re-inventories.
 
Background:  The implementation of the Sign Database and Data Standard will make it possible for the efficient input of geographic referenced sign information. There is a need for a consistent data inventory and management system to establish a sign maintenance program. The Sign Database will make sign-specific information accessible for future management decisions.  Benefits of the program will include responsive sign replacement and maintenance to meet public safety sign requirements, improved travel management communication and public service.

Coordination: This IM was coordinated with the field office data stewards, the Branch of Information Resource Management (MT9321), and the Branch of Engineering (MT9311).
 
Contact: Field office data stewards may contact the MT Help Desk (406-896-5270) to establish their access to the database. The Montana State Office GIS staff may be contacted for technical assistance including field data collection tools, data input methods and report generation.
