Instruction Memorandum No. MT-2008-059
To: All Montana/Dakotas Employees
From: State Director
Subject: Reducing Travel Expenses
Program Area: Travel
Purpose: This Instruction Memorandum (IM) provides guidance on steps we all should take to reduce travel expenses. It also reiterates existing Federal Travel Regulations (FTR) that shall be followed when traveling on behalf of the Federal Government.
Policy/Action: Bureau of Land Management (BLM) employees are responsible for being stewards of the financial resources provided for temporary duty travel. Due to declining budgets and escalating travel costs, it is important that all employees take the necessary steps to curtail travel expenses where possible. Attached to this IM are steps employees should take to do their part in reducing travel expenses.
Timeframe: This IM is effective immediately.
Budget Impact: The Montana/Dakotas should realize a cost savings as we each take steps to reduce travel costs.
Background: Travel reduction efforts are a result of the Bureau’s efforts to stay within the travel ceiling and to satisfy both the Department of the Interior’s (DOI) and Congress’ interest in DOI bureaus’ travel spending. In FY08, the Bureau’s travel budget was reduced by $2.2 million. In FY09, we are expecting another $3 million reduction. The Montana/Dakotas BLM is significantly impacted by these reductions. In addition, increasing costs of fuel and airline tickets are major factors contributing to the overall situation.
Manual/Handbook Sections Affected: None
Coordination: This IM was coordinated with the Budget Officer and the Division of Support Services.
Contact: For questions regarding travel regulations contact Barb Riveland 406-896-5012 or Janie Fox 406-896-5003. For budget-related questions, please contact Pam Dandrea at
