Subject: Clarification of Guidance and Integration of Comprehensive Travel
and Transportation Management Planning into Land Use Planning
(WO IM 2008-014)
Program Area: Travel Management
Purpose: Funding travel management planning and implementation from multiple subactivities.
Policy/Action: The subject WO IM was signed in October 2007. The IM clarifies policy and provides additional guidance for travel management planning and implementation. The major impact of this IM on the MT/DAKs budget and project planning process is that travel management will be funded by all programs, with few exceptions. Note the following paragraph from the IM:
“9. Funding and Technical Support. The CTTM planning and implementation shall be supported by all programs and utilize the full range of funding and technical assistance sources, as all programs benefit from effective travel and transportation management. As part of the RMP process, State and Field Offices shall determine the appropriate mix of supporting programs in developing travel and transportation plans, including inventory, assessment, analysis, transportation network selections, and implementing management actions.”
The planning subactivity 1610 can be used for the actual writing and development of the RMP document that includes travel and transportation planning. However travel management plans developed after completion of the RMP or outside the RMP process will be funded by the appropriate supporting programs as discussed in the WO IM. This is pertinent to several field offices in the MT/DAKs organization that will be developing and implementing travel management as individual activity plans.
The WO IM 2008-014 may be accessed electronically under Recreation on the BLM MT/DAKs internal website.
Time Frame: Effective immediately.
Budget Impact: There is no significant effect on the budget.
Background: This IM is being issued to emphasize the need for multiple program funding for travel and transportation planning and implementation.
Manual/Handbook Sections Affected: None.
Coordination: This IM was coordinated internally with the Montana State Office staff.
