Subject: National Invasive Species Information Management System (NISIMS)

Purpose: This IM informs the Field Managers about the FY 2008 data call for NISIMS, and to request that all inventory, control, and monitoring data for invasive species and coordinated weed management areas be submitted to
Kathie Jewell (MT 932), by November 1, 2007.
 
Background: The Invasive Species Database Team has, for the past several years, created data standards for a geospatial database to aid in the management of invasive species on BLM lands. These data standards also comply with the NAWMA standards. The geospatial database is being developed to track, monitor, and report invasive species management.
 
Policy/Action Required: This IM is a request to collect all existing BLM data (inventory, control, monitoring) for invasive species, including any spatial or tabular weeds and/or other invasive species data, as well as the names and boundaries of Cooperative Weed Management Areas (CWMAs) in which BLM is a partner. It also directs all BLM field offices and state offices to submit any spatial or tabular legacy data and all names and boundaries of CWMAs to Kathie Jewell, NISIMS Project Manger, (MT-932), by November 1, 2007. The data may be in any format that the field offices have available. The Project Manager will input and format all data for transition to the NISIMS. Electronic data needs to be placed on a state office directory; the server is at:  “Ilmmtso3ap1” and the file is located at:  “P:\StateOffice\24K\Vegetation\Weeds\MT”. Non-electronic information needs to be sent to Kathie Jewell (MT-932), NISIMS Project Manager, at the above MSO address. During the interim, all BLM field offices should incorporate the NISIMS standards as much as possible. The NISIMS standards are available at http://web.blm.gov/egis/nisims.htm.
 
The field office staff will be required to track any invasive species data from the time data is submitted to the state office until it is returned as an operational database. That separate data will then need to be incorporated into the operational database.
 
Timeframe: The data is due to Kathie Jewell, Project Manager, by November 1, 2007. Notification that data has been submitted is also to be submitted to John Simons, Montana Invasive Species Program Coordinator.
 
Budget Impact: The budget impact should be minimal. The field office staff, invasive species or GIS, will need to provide 1 day or less time to the project manager to assist with the data conversion.
 
Manual/Handbook Sections Affected: The BLM Manual Section 9015-Integrated Weed Management and BLM Manual 9011-Chemical Pest Control (IBM Handbook) in future revisions.
 
Coordination: This IB was coordinated between the Division of Support Services, (MT-930), and the Division of Resources, (MT-920).
