Subject: Implementation of IM No. 2007-028, REA – Final Public Participation
         Policy for Certain Recreation Fee Adjustments and Proposed New Fee
Purpose:  The purpose of the IB is to provide policy implementation and guidelines for Montana/Dakotas field offices and Resource Advisory Councils (RACs) regarding compliance with the Federal Lands Recreation Enhancement Act (REA).
Background: The REA required that all RACs review recreation fee adjustments and proposed new fee sites for both BLM and USFS fee sites. The subject IM states that the State Director will establish the specific policy and procedures for meeting REA’s public participation requirements.
Policy/Action: Attachment 1, Montana/Dakotas BLM Fee Review & Approval Process, outlines Montana BLM’s implementation procedures for REA’s RAC requirements in the Montana/Dakotas. The guidelines and flowchart will assist each RAC and the field offices involved in presenting, reviewing, and approving or modifying fee proposals.
Timeframe: Immediately.
Budget Impact:  None. The BLM will utilize its existing chartered and funded RACs.
