Subject:      America the Beautiful Volunteer Pass
 
Program Area: Volunteers
 
Purpose: This directive explains how to document volunteer hours and award the “America the Beautiful” volunteer pass to Montana/Dakotas BLM volunteers.
 
Policy/Action: Track individual volunteer hours on the attached hours record. When a volunteer approaches the 500-hour mark, order a pass through your field office's regular channels or through the MSO Public Room. Document when a pass is awarded by signing and dating the volunteer hours record and placing it in the volunteer's file. 
 
Timeframe: Volunteers may begin to accrue hours for the volunteer pass beginning January 1, 2007.  Hours are cumulative from year to year, but are reset to 0 once the 500-requirement is reached and a pass issued. Only one pass may be issued per year.
 
Budget Impact: The budget impact is expected to be minimal.
 
Background: Instruction Memorandum No. WO-2007-077 (attached) instructs each state to inform its volunteers of the opportunity to earn the “America the Beautiful” Volunteer Pass, and to establish a process for documenting hours and issuing the passes. 
 
Volunteers who contribute a total of 500 hours of service on public lands managed by the BLM, Forest Service, National Park Service, US Fish & Wildlife Service, and Bureau of Reclamation will receive an America the Beautiful pass, valid for one year from the date of issue. When multiple agencies are involved, the pass will be issued by the agency for which the volunteer was working when he/she reached the 500th hour.
