Subject: Montana/Dakotas’ Statewide Priorities, FY 2007-2009
Program Area: All program areas.
Purpose: This Instruction Memorandum (IM) is being issued to communicate the current list of Montana/Dakotas’ Statewide Priorities, FY2007-2009 (Attachment 1) to all Montana/Dakotas employees. These statewide priorities may be used for establishing alignment with an organizational strategic goal; e.g., Government Performance and Results Act (GPRA) or other mission-related goal, required on at least one element for all employees' 2007 Employee Performance Appraisal Plans (EPAPs). They should also help in establishing office and individual work priorities. Please keep in mind this document is not meant to include all work performed in the Montana/Dakotas.
Policy/Action: The State Management Team worked on refining these priorities at its last two meetings. Although we are relatively comfortable with the current list, we welcome any comments or suggestions you have. We will be using these priorities to establish a Montana/Dakotas Operating Plan sometime in the next couple of months.
Timeframe: The State Management Team will accept comments and suggestions for changes/additions to the Statewide Priorities. The priorities will be discussed and updated, as needed, by the SMT. This is a living, breathing document.
Budget Impact: No budget impact is anticipated.
Background: There are several reasons why the State Management Team decided to establish a list of statewide priorities: 1) questions from the field about how the program leads decide the priority order of the Budget Planning System projects submitted; 2) GME feedback about Montana/Dakota’s priorities; 3) the GME finding that employees did not understand or feel they had a chance to help set the Montana/Dakotas’ priorities; and 4) the increased emphasis, by DOI and the Bureau, to establish State Operating Plans. This is one way to allow employees to participate in the process.
