Subject: Fiscal Year (FY) 2007 Cultural Resource Management (CRM) Program Annual Report DD: 8/15/07
Please find attached the request from the WO for completion of the CRM Program Annual Report (Attachment 1). As in previous years, the report represents the collective accomplishments of the CRM Program for a given fiscal year. It also serves as a component of the reporting requirements for the National Programmatic Agreement.
The report is due to this office by August 15, 2007. As with last year’s report, the Office of Management and Budget and the Department of the Interior have accelerated the schedule for submission of this data. As a result, the reporting time period for this report is September 1, 2006, to July 31, 2007.
Field offices are asked to: (1) Summarize major annual accomplishments in the CRM Program (use digital photographs if applicable), (2) describe public outreach efforts, (3) identify Challenge Cost-Share Agreements and include details on BLM and recipient contributions, (4) complete the LOOT forms for your office, (5) list any newly registered National Register Properties, and (6) complete the report on heritage education. A final component of the annual report must include, as a separate submission of the report, a full account of the number of fieldwork authorizations issued by the office. As part of that identification effort, field offices will need to identify the number of authorizations issued to each consulting firm; e.g., MT–020: Field Research Services, 5 Authorizations.
In addition, to the items identified here, we will also need all of the data required for the annual report to the SHPO. That includes a list of projects by project name and number where determinations of eligibility and effect were made. Also, identify, if based on determinations of effect, mitigation measures that were implemented under the standard provisions of the protocol. Finally, identify all projects or programs that your field office consulted on using the case-by-case provisions of the protocol; e.g., Undaunted Stewardship projects. For those offices which processed a section 106 project under the Historic Lode and Placer Programmatic Agreement, please also submit that separately from the protocol report. Please use the attached format for the SHPO report (Attachment 2).
