The HiLine Draft Resource Management Plan and Environmental Impact Statement (DRMP/EIS) is now available online. The DRMP/EIS updates the Judith-Valley Phillips RMP and the West HiLine RMP.
The plan provides direction for managing 2.4 million acres of public land and 4.2 million acres of federal minerals in North Central Montana. These lands and minerals are managed by three BLM Field Offices in Havre, Malta and Glasgow, along with the Great Falls Oil and Gas Field Office. The Draft RMP/EIS addresses planning issues concerning the BLM’s management of natural and cultural resources, many of which have been discussed in newsletters that are available on our website.
The HiLine DRMP addresses considerable changes within the planning area since completion of the Judith-Valley-Phillips RMP in 1994 and the West HiLine RMP in 1988. These changes include increased interest in energy development, increased demand for recreational use of public lands, and increased concern for preserving air quality and the natural environment.
Major items addressed in the DRMP/EIS include developing consistent oil and gas lease stipulations, management prescriptions for lands with wilderness characteristics, and addressing how to strengthen conservation of Greater sage-grouse and grassland bird habitat, while staying consistent with National Bureau of Land Management (BLM) policies.
An integral component of the planning process is public involvement. Cooperating agencies worked closely with the BLM during the development of the DRMP/EIS. BLM is hosting public meetings to help the interested public provide useful input to the plan. The public will have the opportunity to provide written comments and suggestions on the HiLine DRMP/EIS throughout the 90-day public comment period which ends on June 20, 2013.

You are invited to review and comment of the HiLine Draft Resource Management Plan. The public review period for the Draft RMP is 90 calendar days from the publication date of the Notice of Availability in the Federal Register.
In order for your comments to be considered for preparation of the BLM HiLine Proposed RMP/Final EIS, BLM needs to receive your comments, or have them postmarked, by June 20, 2013. Your name and return mailing address must be included in your written and/or electronic messages.
