Public Scoping
Scoping is the process by which the BLM solicits input on the issues, impacts, and potential alternatives that will be addressed in a National Environmental Policy Act (NEPA) document, such as an environmental impact statement (EIS) completed for land use planning. Scoping also helps determine the extent to which raised issues and impacts will be analyzed. Scoping occurs early in the NEPA process and generally extends through the development of the EIS alternatives. Scoping for the Upper Snake Field Office planning effort was initiated with the publication of a Notice of Intent in the Federal Register on Thursday, February 28, 2008 (Federal Register / Vol. 73. No. 40).
The Upper Snake Field Office held the following public scoping open-house meetings during the summer of 2008:

A scoping letter and information package were prepared and sent in advance of the open houses to interested parties, Shoshone Bannock Tribes, and federal and state agencies.

A scoping report for the Upper Snake RMP planning effort was prepared that documents the public scoping process. This report includes a description of the scoping process and activities, a summary of the comments submitted by the public, and an overview of the issues identified through review of all scoping comments. In addition, this report identifies and describes the final planning criteria that will be used during the planning effort. These criteria set the temporal boundaries for focused planning and will guide decision making. The BLM Idaho Falls District Manager approved the final planning criteria presented in the report.
