BLM will develop procedures for cooperative mitigation of environmental
degradation resulting from The Bureau of Land Management (BLM) worked extensively with stakeholders to develop Best Management Practices (BMP) for mitigating environmental degradation. The use of BMP is now Bureau policy. The BLM issued policy instruction memorandum (IM) WO-2004-194, “Integration of Best Management Practices into Application for Permit to Drill Approvals and Associated Rights-of-Way,” to all field offices on June 22, 2004. The BLM maintains a website of Best Management Practices: http://www.blm.gov/nhp/300/wo310/O&G/Ops/operations.html The BLM collaborated with the Western Governor’s Association; industry; environmental groups; conservation groups; Federal, State and local agencies; and landowners, to develop the April 2004 “Coal Bed Methane Best Management Practices Handbook.” http://www.westgov.org/wga/initiatives/coalbed/index.htm On April 29, 2004, BLM presented the satellite broadcast, “Visual Resource Management BMP’s for Fluid Minerals,” to hundreds of viewers. A course notebook was distributed for the self-study course. |
