BLM will improve our ability to meet the demand for federal coal sales
through the Lease by Application Process. This will include a review
of current Lease by Application Process to streamline procedures and
reduce processing time.
The leasing process was reviewed in five BLM States and recommendations
were prepared based on “best practices.” The process and time
frames to complete the various components of the LBA process were documented
for each State. The report, “National Energy Policy –
Task 33: Review of the Coal Lease by Application Process”,
was completed in March 2004. It consists of issues identified in the planning,
NEPA, and economic evaluation processes, as well as recommendations to
address the issues. It also identified issues in the coal program which
were raised by field staff outside of the LBA process.
