BLM will initiate an internal review with all agencies of administrative processes for reviewing and granting right-of-way applications and remove or reduce impediments to timely decision-making. The White House has assigned to the Department of Commerce the lead
in streamlining Right-Of-Way progress. The BLM is a member of the task
force. A report was published on April 4, 2004; “Improving Rights-of-Way
Management Across Federal Lands: A Roadmap for Greater Broadband Deployment”
