The following list of federal, state and local agencies have signed a memorandum of understanding (MOU) with the Bureau of Land Management to participate in the SEIS as a cooperating agency. Their roles and responsibilities vary based on their individual MOUs, however, generally, the cooperating agencies review all preliminary documents, provide comments and additional information (i.e., reports, monitoring data, etc.) prior to publication of publicly available documents.

The Northern Cheyenne Tribe of the Northern Cheyenne Indian Reservation, Montana is participating in the review of preliminary documents generated for the SEIS/Amendment and has been offered a MOU for cooperating agency status. The Northern Cheyenne Tribe is still evaluating its options with regard to participation.
