BLM slates meeting to hear from boaters using Ruby-Horsethief

Ruby-Horsethief Recreation Management Plan and Environmental Assessment
On December 21, 2011, the proposed management plan was approved for the Ruby-Horsethief Stretch of the Colorado River.
As described in the Decision Record, the permit system will be implemented for the first time in the 2012 season (May 1-September 30). The fee, which was also described in this EA, will be implemented in the 2013 season. This phased approach allows for any on-the-ground adjustments that may be needed to be worked out before the fee goes into effect.
Please review the Decision Record and Finding of No Significant Impact, which include the details of how the proposed action in the EA was approved-there were several modifications based on public comment.
The updated version of the Environmental Assessment is also posted. The Environmental Assessment includes a new public comment appendix. The associated Recreation Area Management Plan, which provides administrative implementation details for the system, will be updated prior to implementation during the boating season.
Previous Steps in the Process:
In June 2011, the BLM released a draft Environmental Assessment for public comment, along with an updated Management Plan and a Dear Reader Letter. Since the public comment period closed in July, the BLM has been analyzing and considering public comments.

On December 1, 2011, the BLM will make a presentation to the NW RAC on the fee component of the project. Materials related to the fee proposal include a Business Plan (which includes fee and non-fee revenue worksheets), a project summary, a public involvement summary, and a summary of public comments.
