Over The River ™ Draft Environmental Impact Statement
The Royal Gorge Field Office released the Over The River ™ (OTR) Draft Environmental Impact Statement (EIS) on July 16, 2010 with a 45-day public review and comment period. The BLM extended that period by 15 days and all written comments were accepted through September 14, 2010.
The OTR Draft EIS was developed in response to an application for a land use permit for a temporary work of art along the Arkansas River Corridor submitted by the artists Christo and Jeanne-Claude. The OTR Draft EIS provides a range of seven alternatives, including a No Action alternative, to assist the BLM in determining whether, where, and under what conditions the BLM will issue a land use permit for the proposed art project.
Issues and concerns brought forward during the initial project scoping in 2006 and all comments submitted to date have been taken into consideration during the development of the OTR Draft EIS.
The public is encouraged to review the OTR Draft EIS and each alternative and identify any issues we may have missed or concerns with the analysis.
The public had an opportunity to ask questions about the Draft EIS and provide oral and written comments at four public meetings/hearings that were held in Cañon City, Salida, Cotopaxi and Denver as part of the public involvement process.
