An Environmental Impact Statement (EIS) is a document required by the National Environmental Policy Act (NEPA) for federal government agency actions that have the potential to “significantly affect the quality of the human environment.”
There are four phases in the preparation of an EIS once an applicant submits a project proposal: Scoping, Draft EIS, Final EIS, and Record of Decision.
