In accordance with the Federal Land Policy Management Act (FLPMA), through the land use planning process, the BLM is required to consider all available information in order to determine the mix of resource uses and protection that best serves the multiple-use and sustained-yield mandate. Under the FLPMA, the BLM has numerous authorities requiring the agency to maintain inventories of all public lands and their resources, including wilderness characteristics, and to consider such information during the land use planning process. Section 201 of the FLPMA requires the Secretary of the Interior to "prepare and maintain on a continuing basis an inventory of all public lands and their resource and other values." The BLM-Colorado River Valley Field Office (CRVFO) has identified and completed an assessment of BLM-managed lands with wilderness characteristics outside of existing Wilderness Study Areas (WSAs). This assessment includes all BLM public lands within the Colorado River Valley Field Office outside of the Roan Plateau Planning Area for consideration in the Resource Management Plan and Environmental Impact Statement for the Colorado River Valley Field Office, Colorado. All BLM public lands within the Roan Plateau Planning Area are considered in the Glenwood Springs Field Office Roan Plateau Resource Management Plan Amendment and Environmental Impact Statement. BLM Manual 6310 - Conducting Wilderness Characteristics Inventory on BLM Lands provides the guidance from which CRVFO performed the wilderness characteristic inventory process.

All units that were found to contain wilderness characteristics are included in the Draft Resource Management Plan and Draft Environmental Impact Statement for the Colorado River Valley Field Office, Colorado, Appendix D Draft Lands with Wilderness Characteristics Assessment and Inventory for the Colorado River Valley Field Office.
