Below is an explanation of, as well as links to, Federal Register notices that BLM is required to publish during the planning process. In addition, all Federal Register notices advertising Monument Advisory Committee meetings are provided. Additional Federal Register notices will be posted as they are published.

Planning Process Federal Register Notices

  • A Notice of Intent was published in the Federal Register to announce that BLM intends to prepare a Resource Management Plan (RMP) with an associated Environmental Impact Statement (EIS) for the Monument. In addition, this notice initiated the public scoping comment process inviting the public to identify issues and land use problems that need to be resolved during the planning process. (pdf)
  • A Notice of Availability will be published in the Federal Register to notify the public of the availability of the Draft RMP/Draft EIS and announce the start of a 90-day public review and comment period.
  • A second Notice of Availability will be published in the Federal Register to notify the public of the availability of the Proposed RMP/Final EIS and announce the start of a 30-day protest period.
  • A third Notice of Availability will be published in the Federal Register to notify the public that the Approved Plan/Record of Decision has been signed and is available.
