A seagull flies over the California Coastal National Monument which stretches along the entire coast of California and extends 12 miles into the Pacific Ocean. The Monument includes 20,000 rocks, islands, pinnacles and reefs.

Mr. Kelley has many years of experience in trails advocacy for California.  He is co-founder of the International Mountain Bicycling Association (IMBA), formed the Bicycle Trails Council of the East Bay and has been active with the East Bay Trails Council, the California Trails Council and American Trails.

He has been a northern California resident since 1961 and is recognized for his trails advocacy and support of shared use on public lands trails.
