Paul R. O’Boyle resides in San Diego and represents Transportation / Rights-of-Way on the council. Mr. O’Boyle’s experience as an environmental land-use attorney includes the representation of utility companies that operate almost exclusively in the public right-of-way, as well as community planning groups concerned about view-shed preservation of designated scenic and historic roads.  He is quite familiar with the diversity of resources and landscapes found throughout the California Desert and will lend legal expertise to the Desert Advisory Council’s stewardship advice to the BLM.
