Leslie Barrett is president and general counsel for Celtic Energy Corporation, a renewable energy development and consulting company with wind and solar projects under development.  Mr. Barrett has a J.D. from Loyola Law School, an MBA from Pepperdine, and a Bachelor of Engineering Degree from UC, Davis. He is active in the California Wind Energy Association and the Desert Renewable Energy Conservation Plan. As program manager for the Metropolitan Water District, he gives monthly presentations to the Board of Directors representing 27 member agencies, cities, and counties in Southern California. His responsibility included completing the $2 billion Diamond Valley Lake Project in Riverside County, the Southwest Riverside Multi-Species Habitat and Conservation Plan, and numerous land development, engineering, construction, permitting and environmental planning and compliance projects. Mr. Barrett’s legal and project management experience, including that of renewable energy, will add to the diversity of the advisory council as it continues to face a number of complex issues.
