BLM Carrizo Plain National Monument Issues Final Supplementary Rules


The Bureau of Land Management's (BLM) Carrizo Plain National Monument is announcing its final supplementary rules affecting 206,635 surface acres of public land in eastern San Luis Obispo and western Kern Counties. 

"The rules will ensure long term protection of the significant cultural and biological resources on Carrizo Plain National Monument," said, Johna Hurl, Monument Manager. The rules will implement decisions made by BLM in the 2010 Carrizo Plain National Monument Resource Management Plan. These final rules supersede the interim final supplementary rules published on December 21, 2012.

The rules include:

  • Use of replica weapons (such as paintball, airsoft or war game apparatus) is prohibited.
  • Non-street-legal vehicles are prohibited with the following exceptions:
    • When used for authorized, permitted, or administrative purposes, including those used in emergency situations.
    • When used on a designated portion to the Temblor Ridge Road.
  • All pets must remain leashed or caged at all developed sites including visitor centers, interpretive overlooks, trail heads and camping areas.
  • The following animals, objects and activities are unlawful within the Painted Rock Exclusion Zone:
    • Horses
    • Dogs
    • Non-motorized bikes (except in the Painted Rock parking area)
    • Cache-type activities
    • Discharge of firearms
    • Campfires, with the exception of Native American ceremonial use.
    • Commercial still or video photography of the pictographs and petroglyphs is prohibited. Pictographs are images painted on the stone surfaces and petroglyphs are images carved into the stone surface by Native American people.
  • The release of non-native or captive-held native species is prohibited within the CPNM.

The Interim Final Supplementary Rules were published in the Federal Register on December 21, 2012 for a 60-day comment period that ended on February 19, 2013. The BLM did not make any changes to the final rules in response to the comments received on the interim final supplementary rules.
