BLM Seeks Dumont Dunes Subgroup Members
The Bureau of Land Management's (BLM) California Desert District is soliciting nominations from the public for eight members of its Dumont Dunes Subgroup of the District Advisory Council to serve a three-year term. Members provide advice and recommendations to the Council on the management of the Dumont Dunes Off-Highway Vehicle (OHV) Area in eastern San Bernardino County north of Baker, Calif.
The Federal Land Policy and Management Act directs the Secretary of the Interior to involve the public in planning and issues related to management of BLM-administered lands. The Dumont Dunes Subgroup of the California Desert District Advisory Council provides advice regarding planning and resource management priorities. The subgroup may discuss and recommend potential infrastructure projects and significant operational changes. It reviews season activities and identifies key issues, concerns, and potential approaches to address them.
In addition, the subgroup communicates accurate and useful information about Dumont Dunes and its management between the BLM, the interested constituencies of the subgroup, and the public. All members of the DAC Dumont Dunes Subgroup serve three-year terms without salary and meet at least three times per year. All members of the subgroup will be required to disclose any direct or indirect interest in leases, licenses, permits, contracts, or claims that involve lands or resources administered by the BLM, or in any litigation related thereto. No subgroup member will participate in any matter in which the member has a direct interest.
Persons interested in serving on the subgroup should meet at least one of the following qualifications pertaining to the Dumont Dunes Recreation Area in northeastern San Bernardino County: be a user, stakeholder, reside in a neighboring community, or qualify by virtue of knowledge of or experience with the Dumont Dunes OHV Area. Particular expertise desired of subgroup members includes experience with California OHV interests, Nevada OHV interests, local government, commercial filming, membership in Friends of Dumont Dunes, or biological or natural history scientific expertise.
Selection and appointment of subgroup members is by the DAC with the concurrence of the Designated Federal Official. Persons wishing to apply for consideration as a member of the Dumont Dunes Subgroup of the DAC should submit their application no later than June 10, 2013. Any group or individual may nominate a qualified person, based upon education, training, and knowledge of the BLM, the California Desert, and the issues involving the BLM-administered Dumont Dunes Off-Highway Vehicle Area. Qualified individuals also may nominate themselves.
The Obama Administration prohibits individuals who are currently federally registered lobbyists to serve on all FACA and non-FACA boards, committees or councils.
