BLM Initiates Environmental Assessment for Proposed Sale of Public Land

The Bureau of Land Management (BLM) today published a Notice of Intent (NOI) to solicit public comment on the preparation an Environmental Assessment (EA) and to amend the BLM’s 1980 California Desert Conservation Area (CDCA) Plan. The EA will evaluate a proposed sale of 133 acres of public land to the State of California, Department of Transportation (Caltrans) for use as a joint point of entry inspection station for commercial vehicles and agricultural products.

The NOI initiates the public scoping process to identify specific issues related to the proposed amendment and associated EA. Comments on issues may be submitted in writing to Raymond Lee, BLM Needles Field Manager, 1303 S. Highway 95, Needles, CA 92363 until Feb. 22, 2013, in order to be included in the EA.

The BLM anticipates the EA will consider both the plan amendment and the subsequent sale of the public land and has identified the following preliminary issues of concern: mineral resources and special status species. The EA will likely include input from the disciplines of geology, biology, and archaeology.

The BLM uses its land use planning process to identify public lands, or interest in lands, which may be made available for sale. The public lands that Caltrans would like to purchase were not identified for sale in the 1980 CDCA Plan, and therefore, the BLM must complete a plan amendment to sell the public lands.
