BLM Releases Draft Environmental Review for Proposed Alta East Wind Project in Kern County

The Bureau of Land Management has released a draft environmental review for a wind energy project in Kern County, Calif., that could generate up to 318 megawatts, on 2,592 acres of mostly BLM land, enough to power up to 94,500 homes.

Since originally proposed, the total acreage was reduced from 3,200 to 2,592 acres by eliminating portions of the project on the north and south sides of State Route 58 and adding two new parcels. As a result of these changes, the area of private land that would need to be rezoned by Kern County changed from 680 acres to 418 acres and the overall acreage of lands managed by the County was reduced from 1,116 acres to 568 acres (or 22 percent of the total project area).

Alta Windpower Development, LLC, has requested a right-of-way authorization to construct the Alta East Wind Project in southeastern Kern County, about three miles northwest of the Town of Mojave. The project would include wind turbines, access roads, and energy collection lines on a 2,592-acre site, of which 568 acres are private land that is under the jurisdiction of Kern County.

A notice of availability for the Draft Land Use Plan Amendment/Environmental Impact Statement (DEIS)/Draft Environmental Impact Report (DEIR) was published today in the Federal Register.

The EIS/EIR analyzes the site-specific impacts on air quality, biological resources, cultural resources, water resources, geological resources and hazards, hazardous materials handling, land use, noise, wilderness characteristics, visual resources and transmission system engineering, and transmission line safety. 

Publication of the NOA initiates a public comment period of 90 days, ending September 27, 2012. During the comment period, the BLM and the County will solicit public comments on the analysis described in the EIS/EIR and any relevant planning issues, concerns, potential impacts, alternatives, and mitigation measures that may not have been included in the analysis of the proposed action. 

A joint public meeting will be held with the BLM and Kern County during the public comment period.
