Secretary of Interior Signs Record of Decision for East San Diego County Substation Project

The Bureau of Land Management today announced the availability of the Record of Decision (ROD) for the San Diego Gas and Electric (SDG&E) East County (ECO) Substation Project. The Department of the Interior Secretary Ken Salazar signed the ROD on August 21, 2012, which constitutes the final decision of the BLM and makes the ROD effective immediately. 

SDG&E will construct and operate the ECO Substation Project on public and private lands. This ROD authorizes a right-of-way (ROW) to construct, operate, maintain, and decommission a 0.8-mile segment of the ECO Substation Project’s 138 kilovolt (kV) transmission line on public lands.

The entire 138kV line would transmit electricity from the proposed SDG&E ECO Substation to the proposed SDG&E rebuilt Boulevard Substation. The project site is located in southeastern San Diego County approximately 70 miles east of downtown San Diego.

The BLM’s decision covers the 0.8 mile of the 13.9 mile line which is on public lands with the BLM portion of the route underground. The portions of the project on private land are under the jurisdiction of the California Public Utilities Commission and were authorized on June 21, 2012.

In addition to the ECO Substation Project, the environmental impact statement evaluated a ROW application by Tule Wind, LLC to construct the Tule Wind Project, as well as the Energia Sierra Juarez Project, and Gen-Tie, Campo and Manzanita wind energy projects. Although these project components were analyzed together, only the 0.8-mile underground segment of the ECO Substation Project 138 kV transmission line and portions of the Tule Wind Project would be located on BLM-managed lands. The BLM issued a separate decision on Tule Wind, LLC's ROW application on December 20, 2011.
