Comment Period Extended on Tule Wind/East County Substation Draft Environmental Study

The Bureau of Land Management (BLM) and California Public Utilities Commission (CPUC) are extending the public comment period for the environmental review of a wind energy project east of San Diego.

A comment period has been extended through March 4, 2011, for the joint Draft Environmental Impact Report/Draft Environmental Impact Statement (DEIS/DEIR) for proposals by Pacific Wind Development’s proposal to build and operate the Tule Wind Project, San Diego Gas & Electric Company’s (SDG&E’s) application to build and operate the East County (ECO) Substation project, and Energia Sierra Juarez U.S. Transmission, LLC’s application to build and operate the Energia Sierra Juarez Generator Tie-Line (ESJ Gen-Tie) project.,

The proposed projects would be located near the communities of Jacumba and Boulevard, approximately 70 miles east of downtown San Diego.  If approved, the applicants would construct and operate 1) the Tule Wind project, which would include up to 134 wind turbines and associated facilities; 2) the ECO Substation, including a new 13.3-mile 138-kV transmission line (connecting the ECO Substation with the upgraded Boulevard Substation); and 3) the ESJ Gen-Tie Project including a one-mile 500-kV (or 230-kV) gen-tie from the U.S.-Mexico border approximately four miles southeast of the community of Jacumba to interconnect with the proposed ECO Substation.

To ensure that public comments will be considered, written comments on the DEIS/DEIR must be postmarked or received by the BLM/CPUC by the close of business on March 4, 2011.
