BLM Closes Two Routes at Rand Mountains Pending Federal Court Ruling


The Bureau of Land Management (BLM) must close two routes in the Rand Mountains in southern Kern County pending a Federal Court ruling.

Desert District Manager Teri Raml said the two routes in question are part of a legal challenge involving the BLM's West Mojave Plan, approved in 2006.  She explained the routes had been previously closed as part of an earlier Federal Court settlement.  BLM developed a new plan for the area to protect sensitive resources and still allow vehicle use under permit, but a recent new ruling of the Interior Board of Land Appeals (IBLA) remands the plan to the BLM, pending the outcome of a Federal lawsuit soon to be heard in San Francisco.  The closure is expected to impact a significant number of off-highway vehicle recreationists.

"As land managers, we recognize this 'back and forth' is confusing to the public and it is difficult for us to enforce as well.  BLM hopes the matter will be decided soon in the pending Federal Court case on the 9.9 million-acre West Mojave Plan," she said.

Raml explained that in a June 8 decision of the IBLA, the Board set aside and remanded an October 2008 BLM decision approving the lifting of the closure on two routes within the Rand Mountains Management Area approximately 35 miles south of Ridgecrest, Calif.  The result of that action requires BLM to close the routes again.
