BLM Initiates Environmental Review of Solar Power Project in Eastern Riverside County


The Bureau of Land Management (BLM) today published a Notice of Intent (NOI) to conduct an environmental review on the impacts of a proposed solar energy project, NextEra Ford Dry Lake Solar Power Plant, in Riverside County.

NextEra Energy has applied to the BLM for a right-of-way on public lands to construct a 250-megawatt solar energy power plant facility on approximately 1,800 acres of public land, 25 miles west of Blythe, Calif., and 10 miles north of Interstate 10.

The BLM, as the lead agency under the National Environmental Policy Act, and the California Energy Commission, as the lead agency under the California Environmental Quality Act, will jointly prepare an environmental impact statement/staff assessment to analyze the site-specific impacts of the proposed project including a possible amendment to the California Desert Conservation Area Plan.  The documents will analyze air quality; biological, cultural, water, paleontological and geological resources; recreation use; noise; public health; socioeconomics; soils; traffic and transportation; and visual resources. 

Publication of the NOI initiates a public scoping period of 30 days, ending December 23, 2009.  During the scoping period, the public is invited to identify and comment on issues, concerns, potential impacts, alternatives, and mitigation measures that should be considered in the analysis of the proposed action.  The dates and locations of scoping meetings will be announced at least 15 days in advance through local news media and the BLM website at http://www.blm.gov/ca/st/en/fo/palmsprings.html The BLM will use public scoping comments to prepare the draft environmental documents that will be available for public review.
