Agencies Announce Intent to Prepare a Joint Environmental Impact Statement/Report for the Barren Ridge Renewable Transmission Project
The Bureau of Land Management (BLM), the Forest Service (Forest Service) and the city of Los Angeles Department of Water and Power (LADWP) have announced their intent to prepare a joint environmental impact statement (EIS) and environmental impact report (EIR) for the proposed Barren Ridge renewable transmission project in western Kern and eastern Los Angeles counties.
LADWP is proposing the project to access renewable energy resources in the Tehachapi Mountain and Mojave Desert areas. The proposed project is about 75 miles in length from Barren Ridge switching station to Rinaldi substation and 12 miles in length from Castaic powerplant to the proposed Haskell switching station. The proposed project will consist of:
• construction of a 230 kilovolt (kV) transmission line from the LADWP Barren Ridge switching station to Haskell Canyon (involving about 13 miles of National Forest lands and 4 miles of BLM public lands);
• addition of a 230 kV circuit on existing structures from Haskell Canyon to the Castaic powerplant (involving about 4 miles of National Forest lands and 300 feet of BLM public lands);
• upgrade the existing Owens Gorge-Rinaldi 230 kV transmission line between the Barren Ridge to Rinaldi substation (involving about 13 miles of National Forest lands and 4 miles of BLM public lands); and
• construction of a new electrical switching station at Haskell Canyon.
The EIS/EIR will describe and analyze potential environmental impacts from the proposed project and a range of reasonable alternatives. Publication of a notice of intent in the April 7 Federal Register initiates a 30-day scoping process ending May 7, 2008, and the public is invited to provide comments on the scope and content of the EIS/EIR by that date.
Seven public scoping meetings are planned between April 22 and May 1 in Santa Clarita, Agua Dulce, Castaic, Lake Hughes, Lebec, Palmdale, and California City. Locations and times can be found in the Federal Register Notice online at http://www.blm.gov/ca/st/en/info/fed_reg_archives.html
