El Centro Field Office Hosts Section 106 Training for Tribal Nations

On September 27, the BLM El Centro Field Office hosted a Section 106 training on the National Historic Preservation Act (NHPA). Nancy Brown of the Advisory Council on Historic Preservation (ACHP) conducted the training, which included 33 representatives from 15 tribal nations throughout southern California.  Participants were provided the opportunity to gather information about the important regulation that helps guide tribal consultation.  Introductions were made by BLM field managers Margaret L. Goodro and John Kalish, representing the El Centro and Palm Springs offices.  “I’m delighted with the training and the tribes’ participation.  This is a great opportunity to highlight the importance of tribal participation and conducting government-to-government consultation at the earliest stages of a project,” explained Goodro.  

Ms. Brown’s presentation described how tribal nations can be active partners in the review process of renewable energy projects.  BLM managers and staff were present to answer questions regarding cultural resources and large-scale renewable energy development.  The BLM El Centro Field Office consults with 27 tribal nations and is currently managing 37 renewable energy applications.   

Section 106 of the National Historic Preservation Act of 1966 (NHPA) requires Federal agencies to take into account the effects of their undertakings on historic properties, and afford the Advisory Council on Historic Preservation a reasonable opportunity to comment.  The ACHP serves as the primary federal policy advisor to the President and Congress; recommends administrative and legislative improvements for protecting our nation's heritage; advocates full consideration of historic values in federal decision making; and reviews federal programs and policies to promote effectiveness, coordination, and consistency with national preservation policies http://www.achp.gov/.
